The MesoAm SDG17 Coalition unites more than 50 NGOs, government bodies and universities to restore the Mesoamerican Reef, the second largest barrier reef in the world, with artificial Oceanite reefs, cleaner water and a new generation of ocean stewards.
Project Objective
The MesoAm SDG17 Coalition Program is a UNESCO-aligned initiative several NGOs, Governments, Business champers, basically the AtoZ of over 2500 leaders, influencers major ocean stakeholders, many are endorsed NGO teams. We are dedicated to holistic ecosystem ocean restoration and sustainable development within the entire North Atlantic Ecosystem.
Executive Summary
The MesoAm SDG17 Coalition (MS17C) is a UNESCO-aligned "Network of Networks" dedicated to restoring the North Atlantic Ecosystem, specifically the Mesoamerican Reef, the second largest barrier reef in the world. Operating as a Distributed Autonomous Organization (DAO), we unite over 50 NGOs, government bodies, and academic institutions under the banner "One Ocean, One Team, One Mission". Our primary objective is to implement "Best Practice" solutions for SDG14 (Life Below Water) while fostering a sustainable Blue Economy. Key initiatives include the establishment of the SDG Ocean Research Center of Excellence (ORCE) in Cozumel, the deployment of "Oceanite" artificial reefs for coastal protection and biodiversity restoration, and the mobilization of 1,000 Senior Career Ocean Professionals to mentor the next generation of ocean stewards (ECOPs).
Background
The North Atlantic Gyre Ecosystem supports 75 countries and island states, impacting approximately one billion lives within 100 km of the coastline. However, this vital region faces "tipping point" stressors including climate change, pollution, and habitat loss. Since 2017, following the first UN Ocean Conference, the Coalition has held over 500 stakeholder meetings to co-create a holistic restoration roadmap. Cozumel was selected as our headquarters due to its strategic location at the northern tip of the reef and its 7 million annual tourists, offering a unique platform to engage the public in ocean literacy and action.
Implementation Plan
Our "Waves of Action" strategy focuses on deploying shovel-ready projects across the Mesoamerican region:
Governance: Establish the Council of Wisdom (expert advisors) and Council of Treasure (financial oversight) to vet projects and manage funds via the UN Blockchain for Non-Profits.
Restoration: Deploy "Oceanite" high-tech artificial reefs to restore biodiversity and protect coastlines from erosion and storm surges.
Remediation: Launch the "Zero30Labs" challenge to reduce laboratory plastic waste and upgrade wastewater systems to prevent nutrient pollution.
Scaling: Pilot the ORCE in Cozumel, then clone the model to establish 20 satellite "Micro-Centers" in coastal communities with high tourist traffic by 2030.
Outcomes
Ecological: Restoration of critical habitats (coral, mangroves, seagrass) and improvement of water quality metrics tracked via the 127 Ocean Health Index (OHI) factors.
Economic: Creation of a sustainable circular economy in Cozumel and beyond, generating revenue through eco-tourism and "Blue Economy" ventures to fund ongoing conservation.
Social: Empowerment of 100,000 Jr. Ocean Ambassadors by 2025 and the certification of local citizens as UNESCO Decade Ocean Science Divers.

Government: Collaboration with Cozumel City Hall and CONANP (National Commission of Natural Protected Areas).
Civil Society: 50+ NGOs including Mission Blue, CIMAC, and CODESUS.

Our vision is "One Ocean, One Tribe, One Mission". We aim to transition from a dependency on external funding to a self-sustaining model where "Nature-Positive" businesses and tourism revenue fund restoration. By 2030, we envision a thriving North Atlantic ecosystem where the "Blue Heart" of the planet is restored, supporting clean air, water, food, and energy for all. We utilize blockchain smart ledgers to ensure 100% financial transparency, building the trust necessary for long-term impact.
